Because it's part of Thing #9 about text generators. These seem to be little apps that allow you to combine text and graphics quickly and easily. This one came from Comic Strip Generator at http://www.comicstripgenerator.com/maker.asp
They are really easy to use because all you have to do is select a piece of clip art that you like and change the text. It is so simple that even little kids could do it and make signs or posters for class.
I may try this in my technology class when we start using the Internet.
